Job Summary:
Under the direction of the Chief of Party, the Deputy Chief of Party will support the effective and successful implementation of IMA World Health’s DFID-funded Appui au Systme de Sant en RDC (ASSR) Project managed in Kinshasa, DRC. Assists the COP in providing technical, administrative, and managerial support, to assure quality, impact and cost-effectiveness of the project. Provides leadership and assists in defining the program’s strategic direction. Effectively supports the implementation of the project vision; is active in communicating well and regularly with the donor; provides guidance and assistance in reporting, documentation and knowledge management; supports monitoring and evaluation; identifies opportunities and prepares proposals for program synergies, and liaises with donors, and partners. Promotes an atmosphere of trust and mutual respect.
Essential Functions:
- Works with the COP to monitor progress of project objectives and maintains regular contact with partners as well as key staff & consultants to assure that progress is being made on work plans and that issues, challenges and concerns are being addressed.
- Fill in for the COP when the COP is absent or needs assistance.
- Together with technical staff, takes a lead role in the development of the annual work plan and M&E plan.
- Verifies the quality of all reporting to DFID
- Helps ensure proper technical capacity of staff and provide Technical Assistance backstopping when required in M+E and detailed activity planning. Helps organize quarterly consortium and partner meetings.
- Helps ensure project expenses are reasonable, allocable, prudent and spent in accordance with donor rules and regulations, and support annual auditing procedures.
- Assists Operations Department in overseeing property and equipment acquisition, disposition, and management in compliance with donor requirements, and sign on files inventory lists quarterly related to ASSR.
- Liaise with host government officials, project partners and other organizations as appropriate when requested by the COP.
- Help develop research proposals from project data and work with partners on production of high quality publications of this research.
- Evaluate program effectiveness and determine corrective action needed to improve goal achievement.
- In the event of new program opportunities becoming available for IMA, will assist IMA World Health in proposal and documentation preparation.
- Other relevant tasks as assigned by the Chief of Party or the IMA Country Representative.
Qualifications (Required):
- Masters level degree in health or related field.
- Experience as a project manager working in international health for at least three years.
- Experience supervising professional and support staff in a multicultural, multi-linguistic environment.
- Demonstrated performance as a decision-maker with excellent interpersonal skills and capable of directing and managing change, inspiring teamwork and high performing teams.
- Demonstrated leadership in working with host country officials from the health, community, NGO/FBO/CBO sectors.

Uses appropriate media and approach to present ideas formally to individuals or groups with required impact.
- Community Health Programs Experience Understands determinants of community health and how to build the capacity of communities, health-related agencies and other service providers to function as equal partners in community-based service, training and education. Understands the details of the continuum of healthcare and corresponding treatment and stays current with the latest developments in this field.
- Decision-Maker Demonstrates excellent interpersonal skills. Capable of directing and managing change, inspiring teamwork and high performing teams.
- Strategic planning and integration – Demonstrates the knowledge and capacity to foster development of a common vision. Identifies a path to meet strategic goals by developing short- and long-range plans that are appropriately comprehensive, creative, realistic, and effective in meeting goals.
