About the role:This is an 18 month, replacement role with unaccompanied terms based in Pyongyang, Democratic Peoples Republic of Korea (DPRK) with a salary of Grade 3 ( 36,527 40,586 euro) per annum

You will report to the Country Director (CD), and line manage two national Livelihood Project Officers who are government-seconded, and work closely with the water, sanitation and hygiene (WASH) and Resilience programme manager to facilitate an integrated programme.

We would like you to start in January 2020

Your purpose:To efficiently and effectively lead the Livelihood components of Concern Worldwide s programmes and manage the implementation, expansion and strategic development of the Livelihood programmes in line with Concern s organizational strategies, policies and procedures in DPRK.

You will be responsible for:

Programme Management

Directly responsible for the technical guidance, management and implementation of all Livelihood Programme in the DPRK. Ensure the programme adheres to Concern s food security and livelihoods approaches, to best practice and to all internal policies and procedures. Effectively manage the Livelihood projects using appropriate tools to ensure projects are delivered on time, on budget and to the expected quality. Responsible for the financial management of Concern Livelihood programme, including budget preparation, revision and monitoring. Identify and incorporating lessons learned in programme design to achieve the impact. Revise programme operational plans based on proposals submitted to donors and according to best practice. Ensure that Livelihood programme are sensitive to gender and vulnerable groups (incl. women, girls and boys, children, people with disabilities and elders) and incorporate identified risks reduction measures into the life cycle of the programme design, operations & maintenance etc,.

Monitoring & Evaluation

Ensure an effective monitoring and evaluation system is established and implemented for the Livelihood programme.Prepare all the necessary reports such as monthly progress reports, annual reports and final and interim reports for donors. Organize donor visits, evaluations and programme reviews as necessary.Develop guidelines and capture key learnings on DPR Korea livelihood programme.

Leadership & Representation

Provide technical leadership in the design of all Livelihood interventions, taking into account the best practices of both humanitarian and development good practice. Support the expansion of Livelihood programming into new areas and development of new proposals. Participate in relevant Food Security and Nutrition sector working groups (SWG) to develop strategy with key stakeholders and allow Concern to respond quickly and appropriately to the needs, especially serious emergency food crisis issues (e.g., floods and drought situation and/or due to climatic impact).Coordinate programme strategy, implementation and delivery with technical counterparts at the Ministry of Agriculture and the Academy of agricultural Sciences to build their staff capacity for better sustainability of programs and influence on national standards.

Team Management

Provide technical expertise and guidance to staff as appropriate, in (for example, but not limited to) assessment, monitoring, evaluation, reporting (Internal and Donor Reports), financial management, proposal development, technical design of Greenhouses and food processing facilities with the exercise of judgment skills. Support the recruitment of national Livelihood project staff with appropriate knowledge and Capacity building of national project staffs with updates on training materials and technical knowhow. Lead and coordinate the Capacity building of national project staffs with updates on training materials and technical knowhow on the quality of Agriculture and livelihood activities. Adhere fully to the commitments and rules of Concern s Programme Participant Protection Policy and Code of Conduct (CoC) and associated policies, including the respect of confidentiality, and promote such approach and behaviours to Project Officers.

Your skills and experience will include:

Essential:

Third level university qualification in Agriculture, community development, farming, or related disciplineExperience working in Food Security and Nutrition sector (including Conservation Agriculture, System of Rice Intensification and Nutrition Sensitive programme)At least 3 years overseas experience with an INGO managing staff and related programmesAbility to develop and write good quality proposals, reports and other essential papers in EnglishGood command of procurement regulations and practiceExperience developing and conducting training and capacity building of staff and partnersExperience of representation at senior level (Country Clusters, Coordination meeting, Ministries)Good interpersonal skills including verbal and written communication skills
