Organizational Context

The Data Management Associate (DMA) will function under the direct supervision of the Operations DataManagement Officer and overall to the Senior Identity Management and Registration Officer within the Protection Section in Cox’s Bazar. The incumbent is a key technical national staff that supports UNHCR in themanagement of personal data of persons of concern and of the core PopulationRegistration and Identity Management Ecosystems (PRIMES) applications. The incumbent will initially support the office in transitioning to proGres v4 and PRIMES from proGres v3 following completion of 2018-19 joint Government-UNHCR registration. The DMA will primarily support the availability of proGres, RApp, BIMS and the Global Distribution Tool (GDT) to continuous registration sites and distributions points in the camps and accessibility of proGres to theGovernment and partners in coordination with ICT and Protection units. The DMA monitors data-related activities conducted in the core PRIMES applications, whether conducted by UNHCR, partners or the Government.

The incumbent will alsosupport the building of reporting, documentation and other partner templatesand forms in PRIMES applications and the generation of population statisticsand analysis including distribution, assistance and protection information.

The position requires experience and understanding of database systems, specifically in relation to data management and building reports and queries in SQL. Prior experience with UNHCR’s corporate PRIMES systems, including managing proGres v3, proGres v4,BIMS, RApp and/or the GDT would be highly desirable. Prior experience withapplication development, particularly in the context of UNHCR registration,identity or case management systems would be an asset.

  • The Office has reliable and up-to-date data on persons of concern.
  • Standard and ad-hoc reports are produced. Trends and patterns of data are analysed and interpreted.

Responsibility (process and functions undertaken to achieve results)

  • Manage the use, maintenance and technical support of databasesused in the operation, including planningand overseeing data collection, input and verifications; production of standardand ad hoc reports.
  • Generate statistical reports based on the standard reportingformats and ad-hoc reports, charts and tables asrequired by the management.
  • Provide training, as necessary, to UNHCR staff as well asstaff-members of implementing partners in relevantaspects of data management.
  • May be required to coordinate with the GIS officer to ensurethat data collection is compatible with GIS.
  • Archive and backup database systems; ensure security ofdatabases; perform database administrator functions.
  • Assist in development of new applications/Databases needed by the UNHCR Offices/Units in area of responsibilitiesin order to perform their tasks smoothly.
  • Ensure that the clients’ databases are up-to-date byidentifying and keeping what is relevant and accurate in an accessible manner.
  • May be required to support registration activities including ProGres technical support and on-site assistance.
  • May be required to support Voluntary Repatriation activities including reconciliation of VolRep data from country of asylum and encashment Centers, verification of Voluntary Repatriation Forms (VRFs) andcoordination with VolRep Centers (VRCs) on information issues.
  • Perform other duties as required.

Minumum Qulification and Professional Experience Required

Essential Minimum Qualification and Professional Experience:

  • Completion of Secondary Education with certificate/training in Information Technology& Database Management.
  • Minimum 6 years of previous relevant experience.
  • Excellent knowledge of computer software and database applications.
  • Fluency in English and working knowledge of another relevant UN language or local language.
