    About DRC-DDG Ukraine

    The Danish Refugee Council has a long-established history in Ukraine: working to resettle Crimean Tatars in 1998-2000, supporting unaccompanied minor asylum seekers and relevant authorities from 2009 to 2013, and finally returning in 2014 in response to the humanitarian crisis triggered by the conflict in eastern Ukraine.

    In Ukraine, DRC and its specialized unit for humanitarian mine action, DDG, have established a sizeable footprint in Ukraine, its operations spanning from Kyiv to three field offices in conflict-affected areas of Donbas. Programming sectors are diverse, yet strive to complement each other in a holistic approach to serve the needs of the displaced and conflict-affected: affordable housing, community-based protection, demining, legal assistance and advocacy, livelihoods, mine risk education, mine victim assistance, and national capacity building. Staffing size is expected to surpass 180 persons in 2020.

    The humanitarian crisis and its response have never been typical in Ukraine, and the DRC-DDG portfolio is deceptively complex, consisting of a wide range of donors and as-of-yet short-term projects. There has always been a scope for development against the humanitarian activities, which grows as the conflict protracts. The organization plays a leading role within the humanitarian community. It also has earned a certain foothold with the Government of Ukraine, in terms of advancing durable solutions for civilians affected by the conflict. While DRC-DDG currently cannot operate in the non-government-controlled area, this is a main objective.

    The Country Director plays a strong leadership role in DRC’s comprehensive and solutions-based approach to displacement through a high level of strategic leadership, fundraising and effective advocacy. S/he is ultimately accountable for all aspects of DRC’s work in Ukraine, representing the organization in matters relating to the external environment in Ukraine, leading the consolidation and development of DRC and DDG’s programme delivery, strengthening accountability initiatives and ensuring that the financial management and organisational setup is adapted to the operational context, as well as to internal and external compliance demands.

    About the job

    The Country Director reports to the Regional Director for Europe Region situated in Copenhagen, and will have the following main responsibilities:

    Leadership and management: Lead and manage the senior managers in the country operation and ensure clear management goals.

    Representation: Represent DRC Ukraine, inclusive of DDG, vis-à-vis authorities, donors, partners, media, etc.

    Strategy and programme: Ensure the continuous development of a country strategy which is aligned to DRC’s regional and global strategic frameworks.

    Fundraising: Lead the process of expanding project-based funding for DRC Ukraine in a challenging funding environment.

    Advocacy: Maintain DRC’s unique position as a respected stakeholder in relation to displacement and demining issues in Ukraine.

    Security and safety: Ensure that the DRC Ukraine country programmes, inclusive of DDG, are delivered in a safe and secure manner.

    About you

    To be successful in this role we expect you to be an exceptional leader, a highly capable and diplomatic representative, a proven fundraiser, and a supportive and collaborative colleague with an excellent understanding of the context. Moreover, we expect the following from the ideal candidate:

    • Minimum 10 years’ relevant work experience in a humanitarian or development agency
    • Minimum 8 years’ experience as people manager
    • Proven leadership skills and competence in people management
    • Proven experience in complex humanitarian operations with limited donor attention
    • Proven experience transitioning a humanitarian response into development/post-conflict programming
    • Significant work experience within the region/country
    • Extensive experience in representing a large and leading international organisation to donors, external partners and authorities
    • Extensive experience with networking, advocacy and coordination, inclusive of public speaking and media relations
    • Experience negotiating humanitarian access
    • Full professional proficiency in English
    • Professional proficiency in Ukrainian or Russian is an asset

    We offer

    Contract length: 2 years.

    Band: D management

    Designation of Duty Station: Kyiv. This is a family duty station and the CD position is accompanied position. Regular, extensive travel within the country is necessary up to 25% of the time.

    Start date: 1st of February 2020, or as soon as possible hereafter.
