Background
To contribute to a paradigm shift in the response to the protracted crisis in Syria, UNDP/RBAS established the Sub-regional Response Facility (SRF) in November 2013. As a result of this investment, UNDP/RBAS introduced the Resilience Development Approach as a central programming and financing component of the new generation of response to the Syria crisis, operationalized through the Regional Refugee and Resilience Plan (3RP), which constituted the first UN regional crisis response mechanism co-led by UNDP and UNHCR; and the Syria Humanitarian Response Plan (HRP – prepared by the Syria UN Country Team).
Since its establishment, the SRF has offered a flexible modality for both substantive and coordination support at the sub-regional level. As the Syria crisis continues to evolve and the response of the global community also adapts, UNDP/RBAS is furthering integrating the role and functions of the SRF within the Regional Programme in the Amman Regional Hub. The SRF will be led by a Coordinator, who will be based in the UNDP/RBAS Regional Programme and will work under the direct supervision of the Manager of the Amman Regional Hub. The Coordinator will manage the SRF Data Analyst and additional support capacities within the SRF Team; will engage closely with the technical and policy capacities within the Amman Regional Hub to respond to priorities and needs emerging from the relevant Country Offices and sub-regional considerations; and will ensure close coordination and planning with and support to Country Offices through a wider network of SRF Country-Office based team members in Syria, Jordan, Lebanon, Egypt, Iraq and Turkey.
Through this approach, the SRF Coordinator will provide and/or coordinate substantive policy and strategic advice to the Country Offices and RBAS, through the Regional Hub Manager, on issues related to resilience as it relates to the Syria crisis and its multi-dimensional impact related primarily to issues related to refugees and host communities. He/she will coordinate the work planning of the SRF in close coordination and consultation with the Country Offices and Regional Hub management; and will lead and/or contribute to the work plan’s implementation. Working with the Country Offices and drawing on the technical expertise from the Country Offices, the Amman Regional Hub and the broader GPN network, he/she will coordinate the development of policy guidance, programmatic interventions, strategic frameworks, partnership building, and the identification of innovative approaches.
The Coordinator will continue to oversee the ongoing relationship with UNHCR in the management of the Joint Secretariat of the 3RP and ensure timely delivery of the results outlined in the joint workplan between UNDP and UNHCR. In addition, he/she will regularly liaise with regional UN and non-UN organisations and international stakeholder to effectively foster strong partnerships, knowledge sharing, advocacy, and resource mobilization for strengthening and evolving the resilience response to the protracted Syria crisis, and their impact on neighboring countries. He/she will represent UNDP in meetings and international fora related to the 3RP and overall resilience agenda. He/she will also contribute UNDP’s experience and knowledge from the context of the Syria sub-regional crisis to UNDP’s regional and global work as it relates to the resilience and humanitarian-development nexus in a crisis/protracted/post-crisis context, including experience stemming from the work with UNHCR, national/local partners, civil society, and the private sector.
The Coordinator will report to the RBAS Hub Manager within the wider setup of the regional programme and will closely coordinate planning and achievements of results with the relevant COs and regional policy advisors. He/she will provide regular updates on his/her work to ensure proper communication and coordination.
Duties and Responsibilities
The results of the work of the Coordinator will substantially impact the effectiveness and quality of the SRF’s engagement within the framework of the UN system operating in the sub-region. It will contribute to UNDP’s positioning in the Arab States Region as a reliable partner in dealing with crisis response and resilience. Under the authority of the Hub manager, the Coordinator represents UNDP/RBAS in international and national fora, liaises and interacts on behalf of UNDP with external clients and partners, including government, media, civil society as well as other international organizations.
1) Leadership
Ensure UNDP’s continued leadership role in the implementation of the resilience agenda in the sub-region, its linkages to the durable solutions agenda, its contribution to the UN Global Compact on Refugees
a) In close partnership with UNHCR and 3RP partners, ensure the effective coordination of the Resilience component of the 3RP, including existing monitoring and reporting frameworks, as well as the functioning of coordination mechanisms and structures, under the overarching framework of the SDGs and in support of the GCR.
b) Advocate with UN agencies, donors and other humanitarian and development actors on the regional impact/response of UNDP in building resilience.
2) Partnerships
Develop innovative partnerships and coalitions to leverage humanitarian and development resources and capacities in support of crisis response.
a) Support the development of innovative partnerships with the private sector, development banks and funds to support UNDP’s sub-regional and country interventions in neighboring countries in the context of the Syria crisis in close consultation with those offices. Under the guidance of RBAS senior management and the direct supervision of the Hub Manager, and in close consultation with UNDP COs, actively engage with donors, UN agencies and development partners in resilience building resource mobilization and regional analysis on emerging trends and issues in the context of protracted crisis;
b) Engage with UNHCR as a key partner in the 3RP and resilience agenda, as per the sub-regional MOU signed in 2019 as relevant to the sub-region; and in line with global institutional efforts aimed to strengthen the UNDP/UNHCR relationship
3) Knowledge management
Develop a base of knowledge on durable solutions and resilience for the region.
a) Using IASC, UNHCR and UNDP documentation, strengthen UNDP’s value proposition on durable solutions.
b) Actively participate in existing durable solutions and resilience fora and discussions reflecting lessons from CO experience, and ensuring a positive feedback loop to COs.
c) facilitate and foster regular knowledge exchanges among the Country Offices in the sub-region on support to planning and scenario building with in relation to resilience.
d) Contribute to UNDP’s regional and global knowledge sharing and experience as it relates to crisis/post-crisis engagement with displaced persons, support to host communities, partnerships with UNHCR and civil society, and the broader resilience agenda.
4) Advocacy
Engage with a wide variety of stakeholders and beneficiaries on the importance of the SRF and the resilience approach
a) Represent UNDP in related meetings and fora as an opportunity to advocate key messages on the resilience agenda also as it relates to the humanitarian-development nexus
b) Develop outreach materials and knowledge products based on the workplan and commitments of the SRF as agreed with the sub-regional Country Offices and under the supervision of the Regional Hub Manager, ensuring quality control and assurance in line with corporate standards and processes, liaising with RBAS’s partnership/communications team and BERA as relevant
c) Engage in corporate processes to share knowledge and experience related to the resilience approach
d) As requested, support CO’s in the development of sub regional advocacy materials and interventions
5) Policy advice
a) As per the agreed workplan and in line with quality standards, support and coordinate the development of relevant research and evidence based content related to resilience agenda
b) In developing policy advice and content, closely liaise with the thematic expertise as relevant from the Amman Regional Hub (including the Regional Programme), the Country Offices, RBAS/NY, and Crisis Bureau/Bureau for Programme and Policy Support on the development of research material and content related to resilience
c) Actively engage and coordinate with the sub regional CO’s on the development of sub-regional specific analysis in support of the national programmes

Required Skills and Experience
Education:
Master’s degree in social policy, public policy, politics, economics, development studies or a related area.
Experience:
- At least 10 years of experience in development in a governmental, multilateral or civil society organization in a multi-cultural setting, including 3-6 years of either management, coordination, and/or advisory responsibilities in contexts of similar size and complexity
- Relevant strategic experience in complex conflict contexts, both in advisory and programmatic areas
