Description
WorldFish seeks an independent consultant to provide support for nutrition-sensitive fish agri-food systems focusing on women and children in Odisha, India.
The goal of the’Scaling innovative, nutrition-sensitive fisheries technologies and integrated approaches through partnerships in Odisha, India can improve food and nutrition security’ project (USAID-IPP) is to improve food and nutrition security in the Indian state of Odisha. This can be achieved through increasing the supply of and access to affordable, safe, nutrient-rich fish and fish products for increased consumption, through innovative nutrition-sensitive fisheries technologies and integrated approaches.
This project will lead to the introduction of nutrition-sensitive production technologies for nutrient-rich fish and vegetables in selected districts of Odisha as well as increased production of high quality fresh small fish and dried fish for making fish-based products for the first 1,000 days of life. Strong engagement of the private sector will lead to increased access of nutritious, safe, and affordable fresh fish and fish-based products for different population groups. Coupled with targeted and well-researched social behaviour change tools and methods, increased knowledge and awareness of fish for improved nutrition, greater demand for fish by the public sector and the population of the state of Odisha will be achieved and sustained, leading to increased fish consumption by women and children.
Scope of Work
The independent service provider will provide nutrition technical assistance and logistical support relating to the following components of the USAID-IPP project
a. School feeding program
b. Nutrition-sensitive polyculture cultivation (community and household)
c. Development of fish-based products for first 1000 days, with products targeting the following user categories:
- Children 6 month – 3 year
- Children 3 year – 6 year
- Adolescents and pregnant and lactating women (PLW)
Under (a) the consultant will assist the team by developing decision-making tools and protocols that guide the project towards effectively incorporating fish into the national school feeding program. This could include identifying options for how fish are successfully sourced and delivered to schools and working with stakeholders to develop protocols (safe handling practices, recipes, weekly meal plans) that incorporate fish into school meals. The consultant will work closely with a representative of the Indian government to accomplish this goal.
Under (b) the consultant will work with WorldFish staff to evaluate and interpret the results of nutrition-oriented baseline-endline data collected by MAMTA. The consultant will review MAMTA reports and edit for accuracy and scientific validity. The consultant will also add contextual information to enrich the findings and discussion of nutrition outcomes. The consultant will also work with MAMTA to develop effective SBCC materials that showcase key nutrition messages targeting community members.
Under (c) the consultant will advise the team on characteristics of products that are suitable for each consumer category, including nutritional content, palatability of products in accordance with consumer preferences, and price point. The consultant will lead on the process of nutritional and food safety analyses of products.
Requirements
The candidate will have:
- Obtained a Bachelor or Masters degree (or equivalent) related to nutrition or similar fields.

- A good understanding of agri-food systems for nutrition; any experience working in a fish in food systems for human nutrition research environment will be seen as an advantage.
- Excellent written and verbal communication skills in English.
- Strong organizational skills.
Availability of Experts
The selected expert must be able to start in February 2020 and be available throughout the duration of the assignment for an overall 6 months with possibility of extension up to 12 months. In some cases the assignment can be shortened or extended depending on business needs. Travelling to countries where we work may be required.
Location and Duration
This consultant will be based at the WorldFish HQ in Penang, Malaysia. The successful candidate should be available to commence the contract in February 2020, for an overall duration of 6 months up until 31 July 2020 with possibility of extension up to 12 months. This position is open to national and international applicants.
