Purpose of the consultancy
The main purpose of the consultancy is to support Primary Health Care Measurement and Improvement (PHCMI) Initiative in the 22 countries.
Background
In October 2018, WHO, UNICEF and the Ministry of Health of Kazakhstan held the Global Conference on Primary Health Care in Astana, Kazakhstan to commemorate the 40th anniversary of the signing of the Alma Ata Declaration on Primary Health Care. The conference brought together members of the global health community around a shared belief that primary health care is critical to achieving health for all.
In an effort to utilize the momentum created by the conference, EMRO plans to conduct, on a country level basis, an assessment of PHC utilizing global goods from the Primary Health Care Performance Initiative (PHCPI) as well as pre-existing regional work on PHC quality indicators, EMRO Health System Profiles and the PHC Operational Framework, with the above main objectives.
As part of the completion of the Vital Signs Profile (VSP), the Progression Model informs the Capacity pillar through a qualitative assessment that informs audiences on the capacity of primary health care in a country.
The Primary Health Care Performance Initiative (PHCPI) has developed a Primary Health Care System Progression Model that measures the developmental and functional capacities of a country’s PHC system. The Model consists of a set of rubrics with both quantitative and qualitative measures that delineate four performance categories ranging from Level 1 (low) to Level 4 (high). Country performance on each measure is assessed using locally available data, evidence, and knowledge. The Tool focuses on areas of the PHCPI Conceptual Framework which are insufficiently measured by existing quantitative, globally comparable data sources and is designed to be complementary and synergistic with PHCPI’s other measurement efforts. Together, the Model and PHCPI’s other measurement efforts can identify strengths and bottlenecks in PHC system performance to support the identification and implementation of targeted improvement efforts.

Work to be performed
- Collect qualitative data to measure key aspects of PHC.
- Technically advise and train the focal persons of 22 countries on the Progression Model tool
- Identify the progress towards and key challenges for the Progression Model
Deliverables
To achieve the above objectives, the consultant will be contracted with the following deliverables:
- Deliverable 1: Provide technical support to the PHCMI country focal persons of 22 countries on the implementation of the Progression Model.
- Deliverable 2: Advise PHCMI focal persons of 22 countries on presenting their Progression Model data in the VSP and 3 workshops during 2020.
- Deliverable 3: Summarize countries’ reports on the main findings with recommended actions for performance improvement in PHC
- Deliverable 4: Present the main findings, challenges and way forward to associate the indicators into existing routine country review mechanisms
Required Qualifications
Education
University degree in public health or relevant topics
Experience
At least 5 years’ experience in public health and service delivery innovations.
Skills / knowledge
- Excellent knowledge of health systems, stakeholder analysis and service delivery.
Language
- Requirement: Fluency in English.

- Desirable: Knowledge of Arabic is an asset.
Location
WHO Regional office of the Eastern Mediterranean in Cairo, Egypt.
Travel
(If travel is involved, a medical certificate of fitness for work will be required.): The Consultant may be expected to travel but the itinerary will be discussed and agreed with the consultant.
