Organizational Setting

The Division of Human Resources (MTHR), within the Department of Management, plans, acquires and manages human resources to effectively implement the IAEA programmes. It thus delivers the full spectrum of human resource services, including HR organizational development and planning, talent acquisition and development, performance management, and administration of compensation and benefits. The Division serves a multicultural workforce of approximately 2300 people from diverse scientific, technical, managerial and professional disciplines.

The HR Management Section (HMS) provides HR services to the Agency and advice to managers in the areas of recruitment, learning and development, staff relations and the business partner approach.

Main Purpose

To assist and support the Learning and Development team during the LMS Project Implementation to develop a consistent approach to learning and knowledge management. As the Agency is setting off to a path to get an integrated Learning Management System, the consultant will help with the review and standardisation of all learning items, the categorization and cataloguing of all learnings, online and offline. S/he will also support the creation of templates and contribute to develop guidelines for the successful implementation of the tool.

Functions / Key Results Expected

o Assess needs together with L&D team and main stakeholders on requirements to be adopted

o Research options and map internal practices to establish guidelines to be adopted across all departments

o Develop detailed guidelines and SOPs on the standardization of learning in the LMS platform

o Create consistent descriptions, learning objectives, audience fields and look and feel for all training, both online and face-to-face

o Uniform the learning catalog and ensure its accuracy and validity

o Revise and update existing materials, ensuring their uniformity, consistency and harmonization

o Upload all learning in the new platform

o Ensure the quality of the data uploaded

Qualifications and Experience

Advanced university degree in Human Resource Management, Public Administration, Education or related field.

At least 5 years of experience in capacity building delivery and development of training materials.

Specialisation or working experience with Oracle Learning Cloud or similar product is essential.

Excellent written and verbal communication skills in English, working knowledge of any other official language is an asset.

Ability to plan and organize work efficiently and achieve the expected results.

Remuneration

The remuneration for this consultancy is a daily fee of up to a maximum of € 250, based on qualifications and experience. In case duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and pension fund are the responsibility of the incumbent.
