    Background:**

    Mercy Corps is committed to creating replicable and scalable development and humanitarian approaches that support young people living in fragile settings in order to measurably increase their social and economic well-being. Adolescence (10-19) is a time of life marked by transition, and is defined by a number of physical and psychological changes that can be both challenging and a time of discovery. In conflict or crisis, young people must somehow ‘cross over’ from childhood to adulthood without the safety, security and opportunities normally afforded to them. Further, humanitarian assistance has typically overlooked adolescents. Mercy Corps’ goal is to work with adolescents in these settings so that they are Future Proof, meaning they are mobilized to contribute to their communities today, ready for what comes their way in the future, can confront obstacles with resilience and resolve, and feel valued by their families, communities, and society. We seek to intentionally integrate adolescents as a central target population in our humanitarian response, engaging adolescents from relief to early recovery programming.

    Purpose / Project Description:

    The purpose of this project is to build upon the recently completed Adolescents in Emergencies: A Field Manual to develop a capacity building approach, and corresponding training/learning materials, for the newly designated role of Adolescent in Emergencies Focal Point. The consultant will liaise with the Humanitarian Leadership and Response (HLR) and Young People and Protection (YPP) teams to align the capacity building approach and materials within existing agency frameworks.

    Consultant Objectives:

    1. Develop an overarching capacity building approach – including options for in-person, remote, and self-guided learning – that support Adolescents in Emergencies Focal Point development of identified competencies.
    2. Within the approach developed in #1 above, identify existing and create new capacity building materials and learning modules that build the identified competencies.

    Consultant Activities:

    The Consultant will:

    1. Become familiar with Mercy Corps and peer agency learning platforms/materials to inform approach.
    2. Map competencies to existing capacity building materials and identify gaps where new materials need to be developed.
    3. Prioritize gaps to fill and develop new capacity building materials.
    4. Package capacity building materials into a “Learning Journey,” and work with internal stakeholders to create accessibility via Mercy Corps’ online platform.
    5. Develop and co-facilitate a webinar presentation that introduces the approach and overview of the materials that support the “Learning Journey” of the AiE Focal Point with internal stakeholders.

    Consultant Deliverables:

    The Consultant will develop:

    1. AiE Focal Point Gaps Mapping
    2. AiE Focal Point Capacity Building Approach overview/framework
    3. AiE Focal Point “Learning Journey” package, including tip sheet/guidance note for staff supporting AiE Focal Point development
    4. AiE Focal Point webinar presentation and recordingTimeframe / Schedule:

    Deliverables: AiE Focal Point, Capacity Building Approach Overview/Framework

    Timeline: 5 days, Due January 31, 2020

    1. Create learning materials to fill gaps and package materials into cohesive modules

    Tasks: Develop content and learning delivery mechanism. Work with internal staff to increase accessibility via learning platform.

    Deliverable AiE Focal Point “Learning Journey” package

    Timeline: 15 days, Due February 21, 2020

    1. Orient staff to new capacity building approach and training package

    Tasks: Develop and co-facilitate webinar

    Deliverable: AiE Focal Point webinar presentation and recording of webinar

    Timeline: 3 days, Due February 28, 2020

    The Consultant will report to:

    Director Young People and Protection, Technical Support Unit

    The Consultant will work closely with:

    Humanitarian Leadership and Response Advisor

    Required Experience & Skills:

    • 5-10 years relevant experience in international development, humanitarian programming, adolescent and youth development
    • degree in international development, education, public health, adolescent/youth development or related field
    • experience designing, implementing, managing and/or evaluating humanitarian programming with adolescents
    • experience developing training for humanitarian practitioners taking into consideration low-resource, remote settings, low- to moderate-literacy, self-guided approaches
    • experience in adult learning and training methodologies that don’t rely on in-person teaching/training
