Background

The purpose of this consultancy is to set up and/or update data visualization platforms and templates for the Child Protection Section, reflecting UNICEF’s child protection programmes. Data visualization includes the creation of interactive maps, dashboards, charts, graphs, tables, factsheets and infographics that will support UNICEF’s evidence-based programming, resource mobilization and communication activities, and training of UNICEF child protection staff on data visualization. The consultant will set up data visualization platforms and tools, using the appropriate technologies (test and decide between various visualization tools including Power BI, Tableau, Infogram and others) in consultation with Programme Division and other Division colleagues. The visualizations should make complex data analysis accessible, understandable and usable by different users. Through this work, the consultant will contribute to child protection data analysis, performance monitoring and reporting, and knowledge management.

Terms of Reference / Deliverables

The specific objectives of this consultancy are the following:

To support data analysis and visualization of child protection programme data and statistics collected through corporate monitoring and reporting platforms (e.g. Strategic Monitoring Questions and programme-specific databases), surveys and global databases.

To institutionalize interactive data visualization profiles/briefs (country, regional and global) for child protection programmes, which could be used for advocacy and knowledge management purposes.

Dynamic dashboards and templates (customize and deploy an online dashboard that visualizes programme data (output) are expected as deliverables per the following child protection thematic and cross-cutting areas of work:

Protection from sexual exploitation and abuse

Gender-based violence in emergencies

Children affected by armed conflicts

Children on the move

Strategic plan progress monitoring

Each of the above-mentioned areas of work have varying needs on data visualization, based on what has already been developed. The tasks and deliverables are described in detail in the table below.

Specific tasks, deliverable and days allotted (est.) are as below.

1) Education

Master’s Degree or equivalent in quantitative methods, economics, international development studies, social science or related field is a minimally required qualification.

(2) Work Experience

Demonstrated expertise in using data visualization tools including Tableau, Infogram and PowerBI;

Proven experience in designing interactive visualizations and dashboards is a must;

Minimum four years of professional experience in data management and visualization;

Demonstrated ability to develop online modules is an advantage;

Experience and familiarity with UN/UNICEF planning and monitoring tools are desirable;

Experience with child protection-related data analysis is an asset;

(3) Competencies

Good communication and people skills;

Commitment and willingness to work in a challenging environment and ability to produce quality work under limited guidance and supervision;

Openness to hearing flexibility to reflect on others’ suggestions;

Language proficiency: Fluency in English is mandatory.

Financial proposal that will include:

daily/monthly rate (in US$) to undertake the terms of reference (can be downloaded here:https://www.unicef.org/about/employ/index_consultancy_assignments.html;

travel costs and daily subsistence allowance, if internationally recruited; and

any other estimated costs: visa, health insurance, and living costs as applicable.

Indication of availability

Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.

At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.

Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
