How can you make a difference?

The Child Protection section, UNICEF East Asia and Pacific Regional Office (EAPRO) is seeking three individual consultants with different sets of skills (set out in the essential skills section below) to provide technical support on child online protection for a regional think tank focused on strengthening online educational materials and digital literacy.

Work Assignment, Work Schedule, and Deliverable:

Under the supervision of Regional Adviser Child Protection, the consultant(s) will undertake the following tasks:

  • Serve as a technical expert on child online protection for the Think Tank: participation in key virtual and face to face meetings with the Think Tank members to provide expert inputs on child online protection.
  • Undertake reviews of key products of the Think Tank – Inception Report, Theory of Change for changing behavior of children and reducing prevalence of (online) abuse and exploitation through the use of (online) education materials will be developed with the Think Tank; regionally focused ‘known elements of effective prevention’ checklist; Evaluation Framework; and final report.
  • Undertake a review of the proposed Evaluation Framework and means of verification, with a focus on the balance between privacy and protection, data rights and other ethical or key considerations and provide a discussion paper(s) on these areas (depending on the expertise of the consultant).
  • Provide technical support for the ‘Lab’ to consult on the development of the Evaluation Framework.

Deliverables:

Deliverable 1: Expert inputs for the Think Tank

  • Regular virtual meetings with the Think Tank

(One face to face meetings at the Regional Conference on Online Protection)

Deliverable 2: Inception Report Feedback

  • Feedback on the inception report which includes the literature review and data and stakeholder mapping

Deliverable 3: Action plan Feedback

  • Feedback on the action plan detailing key actions, targets, accountabilities and the timeline for phase 2 of the initiative a) the co creation phase for the materials, b) development of the Theory of Change, c) development of the M&E framework, d) testing phase for the M&E framework.

Deliverable 4: Theory of Change Feedback

  • Feedback on the Theory of Change for changing behavior of children and reducing prevalence of (online) abuse and exploitation through the use of (online) education materials that includes inputs, outputs, outcomes and impact, as well as key indicators and means of verification.
  • Analysis on the options for means of verification for the Theory of Change.
  • Discussion paper(s) on key considerations, including balancing the right to privacy and protection for children, data rights and other ethical considerations (including a discussion on the ethics of initiatives for online behavior change amongst children for enhanced protection).

Deliverable 5: Regionally-focused ‘known elements of effective prevention’ checklist Feedback

  • Feedback on the guide for the content of the educational materials, including an agreed set of identified risks to children online, and a corresponding agreed list of effective mitigation strategies that should be recommended to children

Deliverable 6: Evaluation Framework Feedback

  • Feedback on draft methodology developed for testing the Evaluation Framework.
  • Feedback on draft Evaluation Framework (first version and revised version)

Deliverable 7: Regional Child Online Protection Conference

  • Presentation of the balancing rights and protection for Child Online Protection and other topics in the discussion paper(s)
  • Technical support for a half day ‘lab’ to consult on the evaluation framework

Deliverable 8: Final products and report Feedback

  • Review of the final report, annexes final products

End Product:

  • Technical inputs for the Think Tank at regular virtual meetings.
  • Attendance at the inaugural meeting of the Think Tank on 27th February 2020 in Manila, the Philippines.
  • Detailed review of the following products of the Think Tank: a) Inception Report; b) Theory of Change for changing behavior of children and reducing prevalence of (online) abuse and exploitation through the use of (online) education materials will be developed with the Think Tank; c) regionally focused ‘known elements of effective prevention’ checklist; d) Evaluation Framework; and e) final report.
  • Analyses/discussion papers on the options for the means of verification for the proposed Evaluation Framework, with a focus on the balance between privacy and protection, data rights and other ethical considerations.
  • Technical inputs and support for facilitation of the ‘Lab’ to consult on the development of the Evaluation Framework on 27th February 2020 in Manila, the Philippines.

Estimated Duration of Contract: 20 working days during 7 December 2019 – 31 July 2020.

Official Travel: Travel to Manila, the Philippines is required during 25-27 February 2020.

To qualify as an advocate for every child you will have…

Essential

  • PhD or Master’s degree in law, social sciences, anthropology, evaluation or related field.
  • 10 years of professional experience in a relevant field(s).
  • Demonstrated expert and up to date knowledge of child online protection.
  • Excellent communication skills.
  • Fluency in English is required.

Desirable

  • Ability to research, analyze, evaluate and synthesize information.
  • Experience of working in the East Asia and Pacific region.
  • Knowledge and experience of engagement with ICT industry.

  • Availability and Financial proposal: Daily professional fee, all-inclusive travel costs to/from Manila, the Philippines and other specified countries in the TOR and other incidentals in USD. Please note the air tickets under UNICEF contract shall be re-routable, refundable type (economy class and most direct route). The consultant will be responsible for own travel insurance, visa fee and terminal expenses.
