    UNICEF is seeking to support the Governors’ Offices in their efforts to support and address the vulnerabilities of children and their families in the different governorates of Lebanon. The senior advisor will coordinate with UNICEF and other agencies to unify efforts to address the problems affecting children and women and to promote their rights in the Governorate, in accordance with the Governorate Agenda.

    How can you make a difference?

    The Senior Advisor will coordinate the efforts to address the vulnerabilities of children and women in the governorate. The senior advisor will keep the governor updated on the situation of children and women in the governorate building on available data generated by Unicef and other agencies and partners. The Senior Advisor will report to the governor, and will be provided with the necessary technical support from the UNICEF field office covering the Governorate.

  • Keep the Governor updated/informed on key issues regarding children (Lebanese, Syrian, Palestinian) living or arriving in the Governorate, by reading reports (provided by Unicef and others), providing summaries and briefs to the governor, and analysing and interpreting the data, and advising the Governor on issues relating to Children and Youth in Education, Child Protection, Health and Nutrition, WASH, and Participation (Inclusiveness)
  • Support processes of collecting, gathering, analysing data about children (social, political and economic) in the respective governorates initiated by UNICEF, it’s partners
  • Engage and liaise with local authorities: Unions of municipalities, municipalities, mokhtars, line ministries, religious leaders, politicians and communities to promote and advocate the rights of children and facilitate their protection and enhance their participation in advocacy and awareness events.
  • Identify new or ongoing challenges that disadvantaged children are facing on daily basis and that need to be raised and to be addressed
  • Support in the integrated programming in selected localities where there is a possibility and an added value, and advise to UNICEF field offices on existing programs, plans for further discussions and promote child friendly/centred interventions
  • Attend and facilitate meetings with the governor, key stakeholders (UN agencies, ING/NGO…) and local entities (municipalities, Unions …etc) to promote the rights of children and women and assist the Governor in convening meetings, workshops and conferences that discuss the situation of children and women and the emergency situation
  • Ensure continuous and functional collaboration within the governorate structure and with UNICEF team in the governorate on all child and women related matters
  • Follow up with local authorities on decisions taken by the Governor in regards to children and women.
  • Deliverables

  • Support the development, endorsement and implementation of a series of sensitization and mobilization events targeting municipalities and Union of municipalities and regional sectoral authorities on children, youth and gender sensitive local Governance. (Planning endorsed by the governor for 2020, 2 events implemented in the Governorate)
  • Inputs to the Disaster Risk Management Unit and Coordination of Unicef participation and contribution and role in the sub-committees. (Orientation session to the DRM unit and the sub-committee’s members on the Core Commitment for Children in Humanitarian Context)
  • Meetings of the UNICEF staff, its Visitors, Donors with the Governors and the Mayors on need basis (3 meetings facilitated and documented with the Governor)
  • Feedback provided for action to the Governor on decisions/discussion generated by the Inter Agency Coordination meetings and Sectors working groups related to the humanitarian response. (Actions are reported in the monthly report prepared by the senior advisor)
  • Inputs to the planning and designing phase of the integrated programming in the selected municipalities/UoM.

    Education:

  • Masters in social sciences or a related discipline with 3 years of fulltime experience or a Bachelor’s degree with 5 years of relevant experience;
  • Experience:

  • At least 3 years’ experience working closely with a government ministry or agency, or with government officials on the planning, implementation, monitoring public projects or in coordination with government and nongovernment actors
  • Previous experience in child rights programming, or working with the United Nations is a plus
  • Experience in working in the humanitarian/human rights field is required. Relevant experience of working in/with the government structures and understanding its procedure will be required.
  • Fluency in Arabic, English is essential. Fluency in French will be considered as an additional value.
  • Skills and personal traits:

  • Ability to manage multiple tasks using a project management approach in a rapidly changing environment;
  • Highly motivated, with strong initiative and good judgement;
  • Strong supervisory, inter-personal and communication skills and the ability to interact professionally with a diverse group of people;
  • He/she must be fluent in English and Arabic.
  • Technical skills in writing reports and analysing data and using microsoft word, excel and power point
