Organizational Setting

The Department of Nuclear Sciences and Applications implements the IAEA’s Major Programme 2, ‘Nuclear Techniques for Development and Environmental Protection’. This Major Programme comprises individual programmes on food and agriculture, human health, water resources, environment and radiation technologies. These programmes are supported by laboratories in Seibersdorf, Monaco and Vienna. The Major Programme’s objective is to enhance the capacity of Member States to meet basic human needs and to assess and manage the marine and terrestrial environments through the use of nuclear and isotopic techniques in sustainable development programmes.

Main Purpose

To provide technical building services engineering input to the ReNuAL and other projects on the Seibersdorf site.

The consultant will report to the Head of Project Management Group and provides technical construction related inputs into the scoping of small to medium sized building projects, and to technically supervise the implementation and handover building services elements of the projects.

The consultant will provide options and recommendations on the technical requirements for design and general construction details and on construction drawings produced for these projects by the IAEA engineering support contractors and the designers of the projects. He/she will provide weekly implementation progress and quality control reports on the works carried out on the assigned projects.

The consultant shall develop standard test and inspection documents and plans to support the handover and acceptance of all building and construction related services for projects.

The consultant in close collaboration with the Head of Project Management Group in ensuring that the contractors implementing the works carry out those works using the safest practicable methods with minimal impact to the environment and where necessary ensures that where a conflict between the IAEA requirements and the implementation of the works exists that the relevant action is taken as to ensure that there is no hazard present. The consultant shall consult immediately with the Head of Project Management Group all matters that effect the IAEA’ reputation or commercial position and will seek its direction.

Functions / Key Results Expected

Provides Building Services Engineering technical expertise throughout the projects’ design and construction implementation.

Maintains documentation and logs of the contractors works and notable events in accordance with the ONORM standards.

Performs technical reviews of all construction plans and reports from the General Contractor associated with the design and construction as well as installation quality inspection services during construction implementation.

ensures that all construction is in accordance with the IAEA implementation contract requirements and relevant codes and standards.

Provides resolution of technical issues on site, shall review pre- acceptance test and as built documentation for accuracy, completeness and that the documentation conforms to the Agency’s requirements

Knowledge, Skills and Abilities

  • Civil Engineering

Structural Mechanics and Structural Analysis an assetBuilding services engineering: MEP including HVACConstruction site safetyQuality control and inspection in construction of MEP including HVAC andContractor site supervision

Qualifications and Experience

  • University degree in a construction discipline (required) with chartership of a relevant industry body with Chartered Engineer status (asset).
  • In lieu of a degree in a construction discipline, minimum 10 years experience in a multi discipline building services engineering role as the owners or clients representative in a regulated environment.
  • Knowledge of ISO standards associated with design and construction. More than 10 years of professional experience in construction or a construction related industry.
  • Strong background in building services engineering in the areas of design assessment, installation quality and in commissioning and acceptance as an employer’s representative.
  • Good oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) an asset.
  • Good oral and written command of German an asset.

Remuneration

The remuneration for this consultancy is a daily fee of up to a maximum of € 450, based on qualifications and experience. In case duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and pension fund are the responsibility of the incumbent.
