    Plan International is seeking a Communications Lead for the anticipated USAID-funded Quality Education and Skills Training Activity in the Philippines (QUEST). The project is anticipated to work with the Philippine government, education and training institutions, and the private sector to develop qualifications aligned to the needs of industries, strengthen quality assurance among education and training institutions, and improve the information to stimulate better jobs-skills alignments, productivity, and demand for qualified professionals and technicians.

    The Communications Lead is responsible for oversight of all project-related communications locally, regionally, and internationally. Responsibilities include: 1.) Plan and operationalize a communications and dissemination strategy at international, regional, and national levels; 2.) Work with USAID and project partners to design new communications platforms and identify new channels of dissemination for research and evaluation findings; 3.) Strengthen existing outreach and communication tools; and, 4.) Develop and maintain relationships with partners and stakeholders at national and regional levels.

    The role will be based in Makati City, Philippines.

    QUALIFICATIONS:

    • At least seven years of experience in developing and implementing communications strategies and developing communications materials for development projects
    • Previous experience working on large USAID funded projects
    • Master’s degree in Communications or related field required.
    • Ability to develop and maintain relationships with key external stakeholders
    • Ability to conduct stakeholder analysis for communications materials.
    • Develop and implement a wide range of communication products.
    • Demonstrated knowledge of integrating a gender perspective in communications products
    • Fluency in English (both spoken and written). Must be able to produce high-quality reports in proficient English, in a timely fashion.
