Background

UNCDF makes public and private finance work for the poor in the world’s 47 least developed countries. With its capital mandate and instruments, UNCDF offers ‘last mile’ finance models that unlock public and private resources, especially at the domestic level, to reduce poverty and support local economic development. This last mile is where available resources for development are scarcest; where market failures are most pronounced; and where benefits from national growth tend to leave people excluded.

UNCDF’s financing models work through two channels: savings-led financial inclusion that expands the opportunities for individuals, households, and small businesses to participate in the local economy, providing them with the tools they need to climb out of poverty and manage their financial lives; and by showing how localized investments—through fiscal decentralization, innovative municipal finance, and structured project finance—can drive public and private funding that underpins local economic expansion and sustainable development. UNCDF financing models are applied in thematic areas where addressing barriers to finance at the local level can have a transformational effect for poor and excluded people and communities.

By strengthening how finance works for poor people at the household, small enterprise, and local infrastructure levels, UNCDF contributes to SDG 1 on eradicating poverty with a focus on reaching the last mile and addressing exclusion and inequalities of access. At the same time, UNCDF deploys its capital finance mandate in line with SDG 17 on the means of implementation, to unlock public and private finance for the poor at the local level. By identifying those market segments where innovative financing models can have transformational impact in helping to reach the last mile, UNCDF contributes to a number of different SDGs and currently to 28 of 169 targets.

As UNCDF looks to achieve its two desired outcomes under the Strategic Framework 2018 – 2021—enhanced inclusive financial markets and local development finance systems that benefit poor and vulnerable populations; and unlocked public and private finance for the poor—the agency made an explicit commitment to invest in external communications, including web-based, digital and social media tools.

Post Context:

The Partnerships and Communications Unit is responsible for implementing the UNCDF Partnerships, Resource Mobilization and Communications Strategy and its components, namely:

Strategic Partnerships and External Relations: Provides support to UNCDF directorate in managing Executive Board relations and strategic partnerships with donors, development partners, the UN System, the media and the general public, with a view to increasing awareness and support for UNCDF’s work in Local Development and Inclusive Finance in the LDCs. Supports programme units in positioning UNCDF at the global, regional and country-level vis-à-vis the donor community, the UN System and other development partners.

Resource Mobilization: Primary responsibility for mobilizing core (regular or unearmarked) resources and supporting programme units, regional and country offices in mobilizing non-core (earmarked, thematic or other) resources. Overall responsibility for providing tools and services that enhance UNCDF´s institution-wide capacity to identify and capitalize on resource mobilization opportunities, including donor intelligence, quality assurance support regarding partnerships/funding proposal and donor reporting, and advice and support regarding contribution agreements with donor development partners. The Unit also manages the ATLAS Contracts Module and is responsible for mobilizing Junior Professional Officers (JPOs), UN Fellows and fully funded UN Volunteers.

Communications and Branding: Helps in strengthening UNCDF’s overall positioning and branding, including through more effective use of ‘boilerplate’ language, corporate templates, etc., which ensure that everyone at UNCDF speaks consistently and with ‘one voice’. Works to improve internal and external communications through web-based tools (website, intranet), events, publications, new media initiatives, etc. that target UNCDF’s primary audiences and support its strategic objectives.

Under the overall guidance of the Head of Partnerships, Policy and Communications (PPC) Unit, P-5, New York, and direct supervision of the Communications Analyst, P-4 for the Partnerships, Policy and Communications Unit, New York, and in very close collaboration and consultation with the Knowledge Management Analyst, P-2, the Communications Analyst (Social & Digital Media) will be responsible for planning, implementing, monitoring and evaluating the digital and social media strategy with a focus on social media management, campaign implementation and community management. The Communications Analyst (Social & Digital Media) will also be expected to manage consultant and intern staff to execute digital and social media activations, from creating content to livestreaming of UNCDF events. The position will be based out of Bangkok in order to serve as a communications focal point and to provide direct support to our country/practice teams when those teams are operating.

The incumbent will support the sourcing, design, production, sharing and archiving of high-quality digital media assets developed as part of UNCDF’s Social Media Communications Strategy, in particular, supporting the rollout and maintenance of social media properties globally while contributing to developing content for other online properties (e.g. corporate and programme websites).

The Communications Analyst (Social & Digital Media) will produce content for different social media channels, monitor performance and participate in the design and implementation of digital communication campaigns, including online media plans for the promotion of specific initiatives or programmes

Duties and Responsibilities

Summary of key functions:

  • Provide leadership for the development and implementation of UNCDF’s corporate digital and social media strategy to ensure that UNCDF social media channels are regularly updated and contribute to creating a discourse around key priority areas, and engaging in discussion with the general public at large, donors, key influencers, media and other key stakeholders.
  • Support content production to ensure that the production of communication products and materials for social media channels and other digital platforms is timely executed and followed up to support the online communications strategy, regional and global campaigns and priorities; and support resource mobilization as set out in the work plan.
  • Oversee digital campaigns by providing assistance to develop, implement and monitor & evaluate digital campaigns, while ensuring that regular contact with vendors, partners and stakeholders involved in such campaigns is established.
  • Advance regular monitoring and evaluation through activities undertaken according to the work plan to ensure maximum impact and continuous improvement of country online communication efforts, while ensuring results and reports are prepared and shared on a timely basis.
  • Integrate knowledge sharing into all aspects of the digital and social media strategy and foster learning between country, regional offices and implementing partners.
  • Support community engagement by ensuring that UNCDF social media channels are regularly updated and are informing and engaging key stakeholders, including women and youth on issues that impact them.

Provide leadership for the development and implementation of UNCDF’s corporate digital and social media strategy to ensure that UNCDF social media channels are regularly updated and contribute to creating a discourse around key priority areas, and engaging in discussion with the general public at large, donors, key influencers, media and other key stakeholders.

  • Keep UNCDF’s social media channels up-to-date, including LinkedIn and Facebook pages, while following UNCDF corporate guidelines and taking into account the branding strategy.
  • Identify key influencers and partners that can help amplify UNCDF’s voice and interact with them on regular basis.
  • Design and implement online marketing plans for social media.
  • Manage and lead staff to support digital and social media engagement, including the creation of content and livestreaming of UNCDF events.
  • Manage and train staff on the specialized applications that support UNCDF’s social media (AgoraPulse and Sprout Social) to further integrate programmes’ social media activities, and to solve technical problems related to the implementation of the social media calendar;
  • Support online reputation management.

Outcome: An optimal platform that will enable UNCDF to project its equities and brand with a wide variety of stakeholders, including donors, development practitioners, targeted constituencies and interested laymen.

Support content production to ensure that the production of communication products and materials for social media channels and other digital platforms is timely executed and followed up to support the online communications strategy, regional and global campaigns and priorities; and support resource mobilization as set out in the work plan.

  • Gather content and coverage of relevant country efforts to identify effective country programme activities and results.
  • Develop complementary, country specific and local community materials and activities.
  • Produce creative advocacy and communication materials (e.g. infographs, images, video Facebook posts, livestreams, tweets, photo galleries, social media packages etc.) for digital platforms, printing and other purposes that meet UNCDF standards.
  • Draft and edit content for social media that meet UNCDF standards.
  • Establish or maintain an up-to-date documentation centre for communication materials, including news clippings, publications photographs, audio-visual materials and web resources; as well as share images selectively with external media, partners, the Regional Office and HQ.
  • Recommend appropriate information and communication materials for use on social media platforms.
  • Recommend established contacts, networks, resources and processes to support online communication activities.

Outcome: Online content management that will maintain engagement as well as incite interest and excitement in the equities and brand of UNCDF.

Oversee digital campaigns by providing assistance to develop, implement and monitor & evaluate digital campaigns, while ensuring that regular contact with vendors, partners and stakeholders involved in such campaigns is established.

  • Produce concept notes and briefings for the design of digital campaigns.
  • Coordinate inputs from programme sections and make sure the narrative of the campaigns is aligned with UNCDF priorities.
  • Give inputs to improve creative proposals and online media plans in order to amplify the impact of the campaigns.
  • Follow up campaign implementation and performance.
  • Elaborate on monitoring reports using social media analytic/listening tools and assist in the evaluation process by working on the creation of the TOR, establishing indicators, doing desk reviews and other tasks as required.

Outcome: Digitally creative and sound campaigns that will ensure engagement, while consistently integrating ‘lessons learned,’ which will catalyze the actions for future engagement and growth, including the use of different applications, metrics and strategic partners.

Advance regular monitoring and evaluation through activities undertaken according to the work plan to ensure maximum impact and continuous improvement of country online communication efforts, while ensuring results and reports are prepared and shared on a timely basis.

  • Monitor & evaluate the appropriate and timely dissemination of advocacy and communication materials to target audiences, and participate in the evaluation of their impact.
  • Monitor & evaluate the use and effectiveness of online/social media materials and platforms.
  • Monitor the public perception of UNCDF on digital platforms and recommend appropriate action to maintain a positive image for the organization, as well as to support to the issues it promotes. For this, the use of social media analytic/listening tools will be required.
  • Ensure good quality data collection, analysis and evaluation and reporting to ensure effective communication strategies, planning and advocacy that is efficient and effective.
  • Produce reports in order to measure and optimize social media marketing and brand positioning.
  • Undertake ‘lessons learned’ review of successful and unsuccessful communication experiences as directed by supervisor.
  • Help organize and generate public support for special events and activities to promote UNCDF’s goals.

Outcome: Data analytics continually shaping digital and social engagement in the short, medium and long-term to ensure a dynamism to the digital strategy that will drive growth, while optimizing the communications strategies of individual programmes and country teams.

Integrate knowledge sharing into all aspects of the digital & social media strategy and foster learning between country, regional offices and implementing partners

  • Work with the PPC team to design and implement a peer learning agenda and a knowledge sharing strategy across countries and regions.
  • Build knowledge generation into all aspects of the digital and social media strategy and related country programmes.
  • Manage internal and external learning events relevant to the digital and social media strategy (i.e. team meetings, retreats, partner meetings etc.).
  • Assist country and regional offices in developing and maintaining list serves and contact databases for partners and other stakeholders.

Outcome: Improved learning of digital and social media within UNCDF, as well as between UNCDF and its partners.

Support community engagement by ensuring that UNCDF social media channels are regularly updated and are informing and engaging key stakeholders, including women and youth on issues that impact them.

  • Review and post content as per the agreed advocacy and communication calendar of events to expand UNCDF’s voice.
  • Manage the social media community by ensuring proper community management on all platforms, including management of comments, question and answers, and address potential offensive comments in a timely manner and according to UNCDF criteria.
  • Address queries of the UNCDF community, liaising with focal points and content Analysts for specific answers.
  • Create and stimulate worthy conversations with the targeted community to support and strengthen UNCDF’s communication strategy.

Outcome: Reliable digital and social engagement with our stakeholders and target constituencies: poor households; micro, small and medium-sized enterprises (MSMEs); smallholder farmers; local governments; and women, youth and refugees.

Impact of Results:

An effective digital and social media strategy will enhance the UNCDF brand, provide a platform to share the nature of our work with stakeholders, and also be a critical tool in our mission to share the demonstration effects that will help UNCDF achieve its desired outcomes under the Strategic Framework 2018-2021. Such a strategy would also enable UNCDF to engage within the larger UN system by sharing its value proposition in order to catalyze future partnerships. As ‘last mile’ messaging becomes critical to the achievement of the SDGs, an effective strategy will help advance the conversation on the importance of leaving no one behind.

Required Skills and Experience

Education:

  • Master’s Degree in Public Relations, Journalism/ Communications, Economics, Finance, Public/ Business Administration, Social Sciences, International Relations or related fields.
  • A first university degree in related fields, with two additional years of relevant experience will also be acceptable, in lieu of a master’s degree.

Experience:

  • Minimum of 2 years of professional experience in planning, implementing, monitoring and evaluating online communications strategies, including social media management, campaign implementation, and community management.
  • Experience in the sourcing, design, production, sharing and archiving of high-quality digital media assets
  • Experience in the producing of content for different social media channels, monitoring performance and participating in the design and implementation of digital communication campaigns, including online media plans for the promotion of specific initiatives or programmes.
  • Experience in branding, communications and experience in media relations, graphic design and video production; overseeing document and report production, print and electronic publishing is highly preferable.
  • Experience in managing high-level events, oversee contributions of other actors, along with formulating high-quality donor proposals, developing proposals, corresponding budgets, and monitoring and evaluation plans is highly preferable.
  • Knowledge and strong understanding of advanced aspects of economic development in the least developed countries as well as the Sustainable Development Goals would be a distinct advantage.

Language Requirements:

  • Fully proficient in written and spoken English with outstanding oral and written communications skills.
  • Knowledge of another UN official working language such as French is considered highly desirable.
