role PURPOSE

Plan international has opened an office in Somaliland and started programmes that focus on child protection, education and youth economic empowerment programming both humanitarian and development setting, working with/through partners and providing technical support to INGOs, Somaliland NGOs and the Government of Somaliland in Plan’s areas of expertise

This role will be responsible for strengthening the quality of Plan International’s child protection in emergency and development programmes in Somalia/Somaliland including child protection case management, system strengthening, community-based child protection mechanisms and support appropriate and safe alternative care arrangements for unaccompanied and separated children, and ensuring their referral to other necessary services in target locations.

The position is expected to manage a CP project team within Plan and also technically supports project focal point from the local implementing partner and hence expected to possess extensive professional knowledge and experience in project management and child protection and proven track record in mentoring and developing project staff.  The post holder will play a key role in establishing and maintaining sound working relationships and partnerships with local partner and government counterpart and other civil society organizations.

The CP Officer will be based at the Country Office and S/he will uphold Plan’s Core Values, promote mission and vision, programme principles (transparency, gender equality and diversity) to enhance CP programmes, and be committed to child protection and respect for human rights.

Reports to:   Child Protection Specialist

Key relationships:

Internal: Plan International staff including; Head of Mission, PMs, TS, Finance, HR, and Regional MERL /Global Hub staff as appropriate

External: Project partners, government line ministries, target beneficiaries and other agencies and groups working in the child protection sector in Somaliland

Level of Contact with Children:

The position will be based in the Country Office and frequent travel to the Field Sites and the incumbent will give strategic direction on programme level of contact with children will be occasional.

Physical Environment

This position is based in Hargeisa with frequent travel to field sites and partners’ offices in the country.

Accountabilities and MAIN WORK ACTIVITIES

Programme development and implementation

  • Support the CP Specialist to organise and undertake together with other thematic sector needs assessments and surveys that form the basis for initiating or developing new projects in relation to child protection, prevention/protecting children against harmful practices, violations, neglect, and abuse.
  • Develop project detailed plans and budgets.
  • Prepare and oversee project implementation to ensure timely delivery of project activities (for example, monitoring against log frames, individual performance management work plans).
  •  identify programme supplies needs and coordinate with the logistics team to put in place a sensible phased procurement plan.
  • ensure effective coordination of activities and resources between projects, partners with a view of achieving synergy. In this respect, take a lead in ensuring that projects are guided and implemented on the basis of thorough planning
  • Provide hands-on technical guidance to CP assistants and partners on implementation and management of child protection projects.
  • Work with the CP Specialist to oversee the management of the CPIMS as a tool for information storage and analysis, and case management.
  •  Seek and apply innovative approaches in planning and implementing child protection programme

M&E Activities and Project Reporting:

  • With support from the MERL team put in place an M & E plan, ensuring this links to reporting requirements, where possible, use the M&E framework to build an evidence-base for child protection programming interventions.
  • Monitor program progress against both programmatic and budgetary targets, adjusting programme design as necessary
  • With support from the MERL put in place accountability activities for your project, ensuring that feedback from children and their families is considered in project design.
  • Ensure that project/program progresses are reviewed regularly with the participation of children and partners at different levels
  • Together with appropriate finance/grant management staff verify completeness/ appropriateness of partners’ financial report before compilation and submission to donors
  • Ensure timely project monitoring reports are produced and submitted to CP TS for action
  • Assist the CP Specialist in preparing timely and high-quality project progress and completion reports that meet donor requirements

Staffing and Capacity Building:

  • Coordinate and provide leadership to project team reporting to her/him in accordance with the terms and conditions of Plans and in agreement with the supervisor
  • Incorporate staff development strategies and Performance Management Systems into team building process
  • Manage the performance of all direct reports in Child protection through: effective use of the Performance Management System including the establishment of clear, measurable objectives, ongoing feedback, coaching, mentoring and other developmental opportunities

Representation & Advocacy & Organisational Learning:

  • Ensure that Plan International work is coordinated with efforts of other agencies and Government, and support Interagency Coordination forums including the Child Protection Working Group, advocating for the specific needs of children. This may involve supporting the coordination of working groups and sub-working groups.
  • Establish good working relationship with respective government line ministries and other public or private actors at various in planning, managing and monitoring of project activities
  • Continuously identify and document child protection issues in target locations, and ensure that relevant stakeholder and duty bearers are informed.
  • Contribute to the development of case studies for the purpose of reporting, advocacy and media efforts.

Budget Holding/Management

  • Take part in preparation of child protection project budgets
  • Support to Prepare project phased budgets and cash flows and manage project budgets
  • Monitor project budget utilisation (budget/expenditure) against project implementation progress and propose necessary adjustments and/or actions

  • Requires good communication skills and judgement to negotiate with project staff, and partners.
  • Good communication skills with fluency in written and spoken English and Somali
  • Ability to work under pressure and willingness to work flexible hours when necessary.
  • Well planned and organized even within a fluid working environment and has a capacity for initiative and decision making with competent analytical and problem-solving skills

Business Management competencies

Technical expertise, skills and knowledge

Qualifications/ experience essential:

  • Bachelor degree in a relevant field such as Social Science, Development Studies, Human Rights Law or any other relevant discipline.
  • 3 to 5 years’ experience of designing, managing, monitoring and evaluating child protection and child rights governance programmes, especially case management, child protection system building, SGBV, MHPSS.
  • Proven abilities in delivering results for child rights and child protection especially Case management, SGBV, life skills for young adolescent and positive parenting
  • Understanding and commitment to principles of child rights and child protection.
  • Ability to identify the main gaps in child protection and child rights governance in the Somali context to inform a holistic response for children.
  • Excellent written and spoken English and Somali, including excellent written and verbal communication skills.
  • Experience working in a multi-cultural environment and /or international.
  • Experience in advocacy, lobbying and training around child rights, child protection and child participation.
  • Ability to maintain consistent high standards of professional behaviour and achievement, including when working alone.
  • Ability to communicate and maintain appropriate and productive relations with a range of actors, including children, parents and local authorities in political and militarily sensitive environments.
  • Experience of working with partners and community using a participatory approach.
  • Budget development and financial monitoring skills.

Qualifications/ experience desirable:

  • Proven truck record and understanding the child protection minimum standards particularly in humanitarian setting
  • Understanding of child protection systems, community-based child protection mechanism social norms, gender transformative programme, advocacy and policy influencing

Languages required: Excellent written and verbal communication skills in English and Somali
