    Consultant Position: Capture Consultant, Anticipated Mongolia countertrafficking project

    Location: Ulaanbaatar, Mongolia

    Unit: Civic Engagement & Social Equity

    Duration: Up to 20 days (160 hours) of work covering the period December 23, 2019 through February 28, 2019

    Background: Winrock has a longstanding commitment to combatting trafficking in persons with more than 20 years of experience. Winrock has worked in Asia for many years, working together with Asian governments, civil society organizations, companies, and other key stakeholders to reduce human trafficking in Asia.

    Winrock International is recruiting applicants for a Consultant to conduct capture activities for an anticipated countertrafficking project in Mongolia. The anticipated project will address child sex trafficking and forced child labor in Mongolia. The consultant will provide logistical support to set up meetings with key stakeholders, collect information, and help translate conversations and documents relevant to the opportunity.

    Qualified Mongolian nationals are strongly encouraged to apply, especially those residing in Mongolia.

    Assignment Summary: Winrock is currently preparing for an anticipated project to address child sex trafficking and forced child labor in Mongolia. The consultant will conduct a stakeholder analysis will provide logistical support to set up meetings with key stakeholders, collect information, and help translate conversations and documents relevant to the opportunity.

    Activities: Specific tasks to be carried out during this assignment are as follows:

    1. Conduct stakeholder analysis

    Prepare a 4-6-page report identifying key stakeholder groups in Mongolia and analyzing how each advocates for efforts to combat trafficking and child labor. The report should cover stakeholder groups in the below sectors.

    1. Government
    2. Private sector
    3. Civil society, including media
    4. International and local NGOs

    5. Support logistics for a field assessment in Mongolia

    6. Organize meetings with national and local government officials, international and local NGOs, social service providers, and other stakeholders working to combat child sex trafficking and forced child labor in Mongolia.

    7. Accompany Winrock staff in meetings and, where appropriate, serve as translator with local stakeholders.

    8. Prepare and send follow-up emails or letters of thanks to those who met with Winrock.

    9. Assist in the collection of relevant follow-up documents (project reports, research, policies, tools, etc.) from stakeholder groups and other sources.

    10. Assist in the collection of “letters of support” from potential partners identified with Winrock.

    11. Help develop and continuously add to the list of potential stakeholders relevant to proposed programming.

    Deliverables:

    1. A 4-6-page report outlined in the “Activities” section above.
    2. A complete itinerary of confirmed meetings with key stakeholders.
    3. A 2-3-page report detailing work completed during the consultancy assignment
    4. Letters of support collected from partners as instructed by Winrock staff.

    QUALIFICATIONS:

    • Extensive knowledge and work experience on counter trafficking-in-persons, child trafficking, forced labor, migration, child protection or other related issues in Mongolia;
    • Strong organizational skills and experience in securing and organizing meetings with relevant stakeholders;
    • Experience liaising with government officials and familiarity with Mongolian government structures;
    • Ability to manage available time and resources and work on tight deadlines;
    • Experience in consolidating and analyzing data and writing reports;
    • Strong interpersonal skills, cultural awareness and sensitivity;
    • Fluency in English and Mongolian;
    • Translation/interpretation experience preferred.
