TERMS OF REFERENCE
BACKGROUND
Sexual Exploitation and Abuse (SEA) is a key concern for IOM in South Sudan. The conflict, economic hardship, food insecurity, flooding, drought, limited access to basic social services, and the poor living conditions of the local population all combine to increase the vulnerability of the population to gender-based violence and survival sex. All these factors together with gender inequality, power imbalance and a large presence of aid workers in the country have heightened the risks of SEA.
South Sudan has been facing protracted humanitarian crisis since the outbreak of civil conflict in 2013. The fighting and food insecurity has triggered displacement of an estimated four million people: 1.9 million internally and 2.1 million as refugees in neighboring countries. Amongst the displaced, an estimated 10% lives in Protection of Civilian (PoC) sites under protection/safety and assistance of the UN Mission in South Sudan. Majority of the displaced population are women and children, often facing numerous protection challenges, including exposure to risks of gender-based violence and sexual exploitation and abuse since they are the main breadwinners for their families. Yet, 80% live below poverty line. There is increased dependence on external aid for basic social services and humanitarian response.
IOM has large operations in the country and is one of the UN agencies with the largest footprint in terms of reach, staff and operations. IOM has static presence in over 11 field locations and supports other deep field locations with rapid response missions. IOM is therefore interested in understanding the risks of SEA to the affected population in order to prevent it and ensure to take swift action whenever it occurs.
SCOPE OF WORK AND DELIVERABLES
The goal of this research consultancy is to have an action plan that addresses the risks of SEA and a PSEA prevention strategy for the South Sudan mission to guide senior management in IOM South Sudan on prevention of SEA.
The IOM external consultant will need to understand IOM operations including in the deep field locations and how in relation to conflict, economic decline, gender and power inequalities they could exacerbate the risks for SEA. The report should identify what actions should be a priority for the mission to reduce risks of SEA providing concrete recommendations on where the mission should focus its efforts to prevent SEA.

CONSULTANCY DETAILS
The Individual/Consultancy firm is to carry out the tasks with a mix of home-based and South Sudan based delivery. The Consultant will directly report to IOM’s Project Manager for Protection with support from the GBV Specialist who will provide guidance, review, and endorse deliverables as per the schedule below.
PAYMENT SCHEDULES
a) Upon negotiation and signing of the contract – 10%
b) Upon receipt of the Inception report – 30%
c) Upon approval of the final report – 30%
d) Upon finalization of the validation workshop -10%
e) Upon submission and approval of the final PSEA report – 20%
CONSULTANT’S SPECIFICATIONS
The nature of this topic and scope of work requires a highly specialized individual with extensive relevant experience at the highest level of expertise in Protection, Gender, GBV Programming and Human Rights in South Sudan and other conflict-affected contexts.
· Masters or equivalent in conflict resolution, gender, law, political science, international human rights or similar;
· A minimum of 10 years’ experience working on Gender, Engagement with communities especially on gender, research on human rights, administration, and governance;
· A minimum of 2 years’ experience working on women’s rights, gender, protection/GBV programming in South Sudan and knowledge of the existing legal and policy framework;
· Experience of advising on gender, human rights, and governance in conflict-affected environments other than South Sudan for international organizations, governments, or donors; and
· Knowledge of effective gender-related training that is effective to challenge patriachial attitudes and practices;
· Desirable, in depth knowledge of the political, economic, humanitarian, and development landscape in South Sudan including knowledge of actors on the ground; and
· Fluent written and oral English, excellent drafting and report writing skills, and highly proficient computer skills.
