How can you make a difference?
The position will be under direct supervision of Deputy Representative and be part of Programme Coordination team with the main role in providing support on budget planning, monitoring and reporting for Programme funds also with matrix of reporting to the Chief of PSFR on the budget related aspects including financial analysis and reporting for PSFR planning and activities.
There are two main components :
1) Under the direct supervisor of the Deputy Representative, carries out a variety of specialized tasks in support of the preparation, monitoring and control of budgets, support to HACT management and monitoring, management of donor grants, data analysis and capacity building, quality assurance PCA budget reviews and risk management identification.
2) Under the supervision of Chief PSFR, providing support and financial analysis onincome and expenditure PSFR budgets, quarterly reporting and forecasting ; annual RER report, RR and regional thematic remittances to NYHQ and RO, and effective use of both investment funds and PSFR cost charging, all of which need careful management and oversight. This role is responsible for ensuring that the whole PFP conducts its business according to UNICEF policies and best practice financial management, whilst also setting and following (or adapting) annual plans and budgets.
For Programme
1. Policy procedures and strategies
Monitor the use of resources and implementation performance in relation to approvedintermediate results, donor agreements, direct cash transfers and project cooperation. Detect and identify funding gaps and contractual obligations. In collaboration with the reports officer provide advice to the chief of Section on fund utilization and make recommendations.
2. Budget management
Manage and maintain oversight of budgets including careful analysis of expenditures. Ensure grants utilized and are in compliance with donor agreements and conditions. Analyse/monitor efficiency and cost effectiveness of programme costs versus output delivery.
3. Quality Assurance
Contribute to internal and external audits by preparing documentation and providing programme budget reports and information as required. Contribute to quality assurance plans and visits as well as to the audit action plan implementation by conducting the recommended corrective and preventive related to programme budget management.
4. Partnership. coordination and collaboration
As required, under direction of the supervisor, collaborates with other agencies, local authorities and implementing partners on financial and administrative matters including information exchange and harmonization.
For PSFR
1. Conducts business planning functions for the PSFR section to enable better management and decision making.
2. Provides business analysis to the Chief of PSFR enable entrepreneurial decision making across all aspects of the PSFR portfolio.
3. Acts as focal point on financial processes with global and regional PSFR oversight functions
