Overview

The position is assigned in the Turkmenistan Resident Mission (TKRM) within the Central and West Asia Department (CWRD). CWRD is responsible for maintaining client relations and delivering ADB assistance to countries in the Central and West Asia region. TKRM’s main responsibilities include, among several key strategic areas, portfolio and project management and administration, dialogue with stakeholders and external relations and information dissemination
Job Purpose
The Associate Logistics Coordinator will perform TKRM’s various operational, logistical, and external relations and coordination functions such as but not limited to government, media and events coordination, information dissemination, logistical processes and facilitation, and other office administration. The incumbent will report to the designated International staff and senior National Staff.
Responsibilities
- Coordinate all government relations activities including obtaining of accreditation cards and other documents required by the IS posted/outposted at TKRM and customs clearance of TKRM equipment.
- Prepare and periodically update TKRM Mission Guidelines for use of all HQ and TKRM staff and consultants.
- Coordinate TKRM external relations activities and dissemination of ADB’s operational achievements and future plans in the host country; build and maintain relationships for TKRM with media, host government, civil society, and other partners.
- Organize various media events; prepare necessary materials for TKRM management; prepare press releases.
- Handle queries from media, civil society, and other organizations on ADB and provide relevant information as requested, in consultation with TKRM management. Respond as the primary contact person to public inquiries.
- Monitor media coverage on ADB and update Country Director and Department of Communication (DOC) on media developments in relation to ADB-assisted projects; and maintain a database of media contacts in Turkmenistan.
- Coordinate and arrange high-level visits to/ from the host country.
- Coordinate with ADB HQ on behalf of TKRM management on issuing publications.
- Maintain TKRM’s page on the ADB website, including preparation of materials to update the contents of the page, and liaising with DOC on its uploading.
- Maintain liaison with government authorities and agencies, civil society, development partners and ADB HQ.

- Serve as petty cash custodian and processor of petty cash vouchers.
- Serve as alternate e-Trip endorser for TKRM staff missions.
- Assist TKRM government officials/delegates with arrangements on logistics for their participation on ADB organized events.
- Provide critical assistance to HQ missions including securing mission concurrences, visa documents, and arranging meetings, interpreters, and vehicles.
- Coordinate schedule by maintaining diaries and arranging appointments, meetings as specified by the supervisors and in accordance with ADB procedures.
- Support in business travel arrangements, including document preparation, logistic arrangements, inter-/intra-office coordination, and post-mission accounting activities
- Manage office filing systems; ensure that records are properly maintained and updated for easy retrieval
- Ensure that all RM correspondence and documents are prepared in compliance with ADB’s standards.
- Performs other duties as may be assigned and indicated in the incumbent’s workplan
Qualifications
Relevant Experience & Requirements
- Bachelor’s degree in Management/Administration or relevant fields.
- Minimum of 5 years of relevant professional experience.
- Excellent written and verbal communication skills in English is required.

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
