Afghanistan Monitoring, Evaluation, and Learning Activity (AMELA)

Project Summary:

The purpose of AMELA is to provide monitoring, evaluation, and learning support services/assistance to strengthen the implementation of USAID development programs in Afghanistan, and to build the technical M&E knowledge and skills of USAID/Afghanistan Mission staff and stakeholders. The services provided under AMELA will contribute to supporting USAID/Afghanistan as an effective development organization with strong learning and adaptive management processes.

MSI is currently seeking an experienced team lead to monitor and verify the distribution of 12.2 million textbooks nationwide. The team lead will work with AMELA long-term staff and a data collection subcontractor to develop appropriate methods to document and verify the delivery goals outlined in the implementation letter (IL) between USAID and the Ministry of Education (MoE). Using effective techniques (e.g., statistically significant sampling), AMELA will verify evidence provided to USAID by the MoE. Objectives of the assignment are:

Verify all Provincial Education Departments (PEDs) have received all the textbooks and teachers guides that the printing company sent to them.

Verify the quantity of all textbooks that District Education Departments (DEDs) have received and check them against the PED distribution lists.

Verify the quantity of all textbooks that schools have received and check them against the DED distribution lists. A statistically significant sample will be used.

Verify students in the sample schools have received textbooks.

Assess if schools received a sufficient quantity of textbooks for all students and subjects.

Determine major obstacles to distribution of textbooks at each level.

The team lead will oversee data collection and analysis and be responsible for delivery of up to three reports (including the final report), and up to two briefings. The assignment will require the ability to travel to Kabul, Afghanistan and experience working as part of a multi-cultural, and multi-disciplinary team. The team lead will work up to 40 days.

Responsibilities:

Work under the direction of the AMELA Senior Monitoring Lead to ensure high quality technical work and adherence to the SOW.

Develop methodology to verify distribution of textbooks to the provincial, district, school, and student levels including data collection instruments.

Oversee data collection, including surveys and Key Informant Interviews for quality control.

Manage qualitative and quantitative data processing.

Produce all deliverables as described in the SOW, including up to three reports (including final report) and up to two briefings.

Additional relevant duties as prescribed by AMELA management.

Qualifications:

Masters in international development, statistics, or similar field.

5+ years of relevant international development experience required in some or all of the following areas: research and analyses; verification; performance monitoring; program evaluation; knowledge management (dissemination and utilization).

Experience working in Afghanistan or similar development environments.

A record of working on assignments that have delivered high quality reports to USAID and other donors.

Experience working with USAID and/or other international donors preferred.

Exceptional written and oral English language skills required.
