Context:Afghanistan, based in Kabul

Length of contract: 6 months, starting on November the 25th, 2019.

The position:

You will be in charge of the overall donors activities and elaboration of donors documents in order to ensure the quality of relationship with donors and the respect of reporting deadlines.

More specifically, you will be in charge of:

Contributing to the development of the mission programmatic strategy in relation with the Deputy Country Director- Programs and the Field Coordinators

Participate in the research of donor funding opportunities with the CD, DCDs and FCs Communicate and provide trainings about funding opportunities and donors by:Participate in the drafting and preparation of concept notes and full proposalsMonitor and improve the quality of concept notes, proposals, project amendment requests, and any other official grant-related documents to be shared with the donors

Supporting the elaboration of internal and donor reporting documents and ensure the follow up of the mission s reporting obligations in relation with the Country Director, the DCD and the Field Coordinators

Following up ACF Afghanistan contract monitoring and filing, ensuring regular and efficient communication and information/document sharing within the mission and with the HQ

Ensure and facilitate the internal and external respect of deadlines, the internal and external validation procedures, and the communication HQ/mission related to donor documents validationUpdate the mission follow up tools and share them with the coordination team and HQAct as the focal point for collecting, sharing and archiving the projects documentsActing as focal point for advocacy between Mission and HQ

Providing support to the Coordination team

Prepare and attend the coordination meetings, draft the minutes and share the approved version with the coordination teamInternal Communication: prepare and share the mission Sitrep and update the mission Welcome PackageExternal Communications and Coordination*:* maintain partnership with other NGOs, specifically on advocacy activities and coordinate ACF s involvement in joint advocacy activities

The applicant:

You hold a Master s degree in fundraising, public relations, communications, development, humanitarian aid or international relations.

You are flexible and team-oriented able to handle intense work pressure, tight deadlines and ad hoc demands.

You are familiar with donor guidelines and take pride in delivering consistent high quality work on time.

You appreciate the importance of being service-minded in your support to the field, you are also persistent and firm in your commitment to strengthen quality, ensure compliance and manage risks.

You are used to take initiative, operate with a high degree of independence and enjoy the respect from colleagues due to your integrity as well as the knowledge and hands-on experience that you will bring to the team.

You have at least two years experience within the international humanitarian sector directly engaged with project management cycle and grants management (it will be preferable to have a field experience working for an INGO).

You have full proficiency in spoken and written English.

Status:

Contract:6 months fixed term contract under French legislation

Salary and profits:

Monthly gross salaryfrom 1 600 to 1 975 upon experience.Per diem and living allowance: 383 net – paid in the field+ 12 % of monthly gross salaryas country allowance+ 16% of monthly gross salaryas reimbursement of retirement insurance for non-French citizen.

Transportation and accommodation:

Coverage of transportation costs to and in the mission.Individual room in guesthouse covered

Medical coverage:100% coverage of medical expenses + repatriation insurance.

Leaves and RnR:

25 days of paid leaves per year.* 20 RnR per year. * 215 at each RnR period every 8 weeks.Coverage of the transportation expenses to the RnR area of reference.

Working Environment:

Presentation of the country: As a politically fragmented, natural disaster-prone nation, Afghanistanhas long faced levels of chronic insecurity, internal displacement, and widespread poverty that has subjected its populations to ongoing hardships and recurring humanitarian crises. Communities remain food insecure for a range of reasons, from the cumulative impacts of multiple droughts, erratic climate shocks and seasonal flooding, a lack of infrastructure and limited access to markets. Although education and health have improved in urban areas, rural populations remain largely vulnerable to maternal and perinatal mortality and infant mortality and diseases, malnutrition being a major concern.

Presentation of the mission:In 2017, ACF implemented several integrated project in Nutrition and Health, WASH, FSL and MHCP responding to the needs of the most vulnerable in Helmand, Ghor and Kabul. Moreover, ACF extended its ERM approach into more provinces such as Helmand, Ghor, Daykundi, Nimroz and Bamyan. In Kabul, ACF focused its activities in Kabul Informal Settlements through a WASH and Nutrition project and in 26 Health Facilities via a Nutrition project, both aiming to reduce Acute Malnutrition. In Ghor, ACF secured an integrated long-term project to implement Nutrition, WASH and MHCP activities to prevent mother and child mortality and morbidity. In Helmand, ACF implemented three integrated projects in WASH and Nutrition, one also including MHCP. In November 2017, a new integrated project with Nutrition, FSL, WASH and MHCP activities targeting 47,881 beneficiaries (without double counting) started to be implemented.

Security, working and living conditions:ACF is operationally working in 3 bases: Kabul, Helmand and Ghor with its coordination team located in Kabul. In total, the Afghanistan mission counts 400 national staff and 12 international staff. Kabul has a very cold winter (a cold allowance will be given if you work during this period), spring and autumn are very nice and summer is pretty hot. The expatriates share a guest house with internet, electricity, TV room, indoor sports room and garden including a badminton and volleyball field. A variety of restaurants, supermarkets and grocery shops where you can have access depending on security rules and situation. The context is highly volatile in Kaboul and security conditions can change very quickly. Thus, the movements are limited, walking outside is often forbidden and a curfew is strictly imposed.
