    The HIV, Health and Development Strategy 2016-2021: ‘Connecting the Dots’ elaborates UNDP’s work on HIV and health in the context of the 2030 Agenda for Sustainable Development. UNDP has an important role in supporting health outcomes by supporting countries to address the social, cultural and economic determinants of HIV and health, in partnership with UN entities and other organizations. This is done through UNDP’s core work in reducing inequalities and social exclusion that drive HIV and poor health, promoting effective and inclusive governance for health, and building resilient and sustainable systems for health. UNDP also contributes through its coordinating and convening role in bringing together multiple partners and resources at national and local levels.
    UNDP works with partners to address the interactions between governance, human rights and health responses. Sometimes this is done through focused or specialized programmes, such as promoting attention to the role of legal environments (law and access to justice) in facilitating stronger HIV responses, including the use of flexibilities in intellectual property and human rights law to lower the cost of drugs and diagnostics and to increase access to HIV-related treatment. UNDP also works to empower and include people living with HIV and marginalized populations who are disproportionately affected by HIV.  Beyond these focused efforts, UNDP plays a key role in ensuring attention to HIV and health within broader governance and rights initiatives, strengthening of national human rights institutions and increasing access to justice for marginalized populations.
    As a trusted, long-term partner with extensive operational experience, UNDP supports countries in effective implementation of complex, multilateral and multi-sectoral health programmes while simultaneously investing in capacity development so that national and local partners can assume these responsibilities over time. UNDP has a proven track record of procuring high-quality medicines and health products in more than 50 countries using open and transparent processes and is acknowledged as a strategic partner for these countries in sharing of international best practices and development solutions in strengthening national health systems. Leveraging our experience and reputation, long-term agreements with suppliers, UNDP procures medicines at a highly competitive cost, offer reliable and timely delivery of quality-assured products.
    In Uzbekistan UNDP is a long-standing partner of the Ministry of Health of the Republic of Uzbekistan and its institutions, provided support in the implementation of the health programmes and procurement activities funded by the Government of Uzbekistan and the Global Fund to Fight Aids Tuberculosis and Malaria (GF). Since 2005 UNDP has been actively involved in the implementation of national programmes on HIV/AIDS, donor-funded procurement of antiretroviral (ARV) drugs, diagnostic HIV test-kits and other health products in Uzbekistan. Since 2014 UNDP has been supporting public health institution’s procurement processes on the basis Government cost-sharing with national partners in Uzbekistan. The parties also cooperate within the implementation of the Decree of the President of the Republic of Uzbekistan “On additional measures to prevent further spread of HIV and countering health care associated infections” #PP-3800 dated from 22 June 2018 and “On measures to further enhancing the system of preventing the spread of HIV in Uzbekistan” #PP-3493 dated 25 January 2018. Bilateral cooperation also covers such areas as strengthening national responses to HIV/AIDS as well as consistent implementation of the objectives and strategic priorities on Good Health and Well-Being of the Action Strategy on 2017-2021.
    In 2018, UNDP signed the Memorandum for Provision of Management and Other Support Services (MPS) with the Republican AIDS Center under the Ministry of Health of the Republic of Uzbekistan (RAC), the Principal Recipient of the Global Fund to Fight Aids Tuberculosis and Malaria (GF). The main of objective of the Agreement is to provide support to the implementation of GF grant cycle for 2018-2021. In accordance with MPS Agreement, UNDP has taken also a commitment to constitute a project team to undertake the activities described in the Agreement (clause 6 of Roles and responsibilities of RAC and UNDP, Appendix I, A. Activity Description).
    Under the direct supervision of the Project Manager, the Administrative/Finance Assistant and close coordination with project Senior Procurements Assistant will be responsible for the satisfactory achievement of the entrusted functions and tasks, as described below:

    • Be responsible for office logistics, travel arrangements as well as recruitment/extension/separation of the project personnel;
    • Encourage awareness of and promotion of gender equality among project staff and partners;
    • Based on consultations with Project Manager and UNDP Operations to provide support in procurement related matters in accordance with UNDP rules and procedures;
    • Prepare all financial and administrative documents related to the project implementation in accordance with the UNDP rules and procedures, maintain project’s expenditures and commitments shadow budget;
    • Makes regular and periodic adjustments to the project budget taking into account currency exchange monthly fluctuations;
    • Develop quarterly and annual budget plans for recruitment of personnel; maintain financial records and monitoring systems to record and reconcile expenditures, balances, payments and other data for day-to-day transaction and reports;
    • Advise and assist Project personnel, experts and consultants on all respects of payments, allowances, travel claims and other financial and administrative matters;
    • Prepare detailed cost estimates and participates in budget analysis and projections as required to handle all financial operations of the project office, make cash payments and reconcile all accounts in required time frame;
    • Maintain, update and transmit inventory records of non-expendable equipment in accordance with UNDP rules;
    • Perform cash custodian’s duties being primarily responsible for project’s cash disbursements and maintain project’s petty cash book and payrolls related to the regional offices;
    • Ensure leave monitoring of project staff, check the accuracy and proper completion of monthly leave reports;
    • Analyse the potential problems concerning administrative-financial issues and take respective measures to provide adequate project’s resources in time for implementation of the project activities;
    • Define the cost-effective measures for optimal use of resources of the project;
    • Ensure full compliance of administrative and financial processes and financial records with UNDP rules, regulations, policies and strategies;
    • Perform other relevant duties within the scope of this position.
    • Performs other duties related to administrative and financial issues of project as required.

    University Degree in Business Administration, Finance and/or Economics or any other relevant field;


    At least 2 years of relevant work experience in administration and finance of development projects. Work experience in international organizations is an asset.

    Language requirements:    

    Fluency in English, Russian and Uzbek (both written and spoken).

    • Excellent knowledge of computer software packages for word processing, excel spreadsheets, internet, databases and handling web-based management systems;

    • Ability to maintain a high level of accuracy, confidentiality concerning financial and employee files;
    • Basic understanding of development issues, governance reform, digital transformation issues is desirable.
